You are purposefully missing my point which is a counter to yours...I did not say it was bush's fault but his administration but I am sure you would clear blame Obama if 3200 people died on his watch...We are talking Gov't expansion...The dept of Homeland security rose out of the failure of the CIA and FBI to protect us....That org wnt from 0 to 200K employees...all because of one failure to communicate that 19 terrorist were hiding in plain sight...
