505(j) is the section of the Hatch-Waxman act that deals with ordinary generics. TOCOSOL Paclitaxel is different enough from regular Paclitaxel that this route to approval isn’t available.

We now have the reason why SNUS didn’t issue a PR simultaneously with their 8K filing on 12/21: the company was waiting to include the 8K news the today’s merger-related PR which was issued this morning:
