I've seen the same thing many times. A man I called my foster dad got sick and died I and I was never questioned or held at bay through all the visits, during the time in hospital even when he was in the ICU, or when gong through the funeral process. He was not related to me in any way accept for our mutual respect, and it pretty obvious too as he was black man with a heavy southern accent.
Well that person was in a FL Hospital and her partner was refused to visit until a clergy arrived but had to leave when he left and then when her sister arrived.
