I think Bush will continue to work the phones, trying to muster up international and Congressional support for any action against Iraq. If he wins over enough political support, I think he'll complete the Gulf buildup and attack as quickly as he can. If he does not get the support, I think he'll wait at least until the November elections have been held.

As an aside, can anyone tell me why the U.S. military has to rent cargo transport from commercial shippers who then turn around and talk about it with the media?
