Yes, but the degree you may put in a limit sell is set by your broker..

If you do this, watch the stock price carefully, or it just might take your order away in a rush of buying...

only in a realistic range... too high, it's the same as no order... too low, you can get run over real fast.. so be realistic and then they may not play with your shares..

Setting a GTC(good til closed) LIMIT order will only work on cash accounts. Margin accounts you need to call your broker and request.

Just call your broker and fill out the no short clause and to my knowledge any time you buy shares in that account they will always not be available to borrowed for shorting.

No ordering certs just make the call.
