Stocks on these exchanges are like the wild wild west. These companys dont really have to report anything but they do to maintain growth. If they need money they can dilute the share structure by selling cheep shares to raise some money. (Look at CNEX or KCMH charts who have recently done this) They do not need to tell anyone about this. OTCBB stocks have to file SEC reports that let everyone know what the company is up too. If not they recieve an extra letter on the end of their ticker symbol to let everyone and their mom that the company has a problem
