Plan can be used either way ....

1) noun -- then Debtors' needs to be possessive (use an apostrophe) of the plan; such as "The Debtors' plan is to ..."

2) verb -- then it stays as is. But there are two other verbs in the sentence -- cancel and gift so it depends on where you want to put your action emphasis.
