I remember one time I called the TOS trade support team asking why my ADLS orde is not getting filled since my BUY was at (can't remember exactly) .45 and the ASK at .44 ....well, they said that since OTC is not a regulated market they can do this kind of thing, they don't have to follow the B/A queue ....
