In time, if things are not proceeding appropriately the games organizers will probably find a fail-safe of sorts. I wouldn't have expected anything less. The old saying goes, "If you fail to plan, plan to fail."

This is what they've done, although having to exercise that option late in the game will be a problem for the organizers. I'm sure that Q will have it's i's dotted and t's crossed way before that.

It won't be anywhere near the time for the games before all is set and in place.
