The market makers are doing the NSS thing under the guise of "making a market".

You know, just making sure that Joe Schmuck can buy 105 shares of XYZQ without delay.

I would bet that if LEHMQ traded strictly on ECN, without market maker manipulation, it would be over a dollar by now.
