If JGBO allows the default then Pope might be able to convert all the debenatures into common shares, thus exceeding the 10% of common stock which they can hold.

This could be a problem for the PPS if then JGBO uplists. Pope might just sell everything, surpress the PPS. As for Bigplay777's exit at $18 might not be possible.
