When you cut the military budget, particularly the procurement side, you step on a lot of toes.....big Biz, big Union. In tiny NH the congressional delegation (today) is very liberal but when talk of closing or altering funding for Portsmouth Naval Shipyard is mentioned....all of a sudden they're Hawks.
