The only thing concrete in Laidlaw's portfolio is the Berlin project. Everything else is just fantasy (IMO). Berlin must succeeed or Laidlaw fails (entirely). Luckily for Laidlaw investors the Berlin plant is not likely to fail. It has huge political support and there won't be much political will in Concord to stop a project that could provide this many jobs in Northern NH. I think this deal is done. The EFSEC process is now just a formality (IMHO).
