Not really. It is more dependent upon an individual's ability to sift through the Inquirer's typical poor writing and factual inaccuracies. Microsoft will not be designing, or fabricating anything, despite the Inquirer quote. As the article clearly stated, ATI designed, and is now manufacturing the R500 chipset. Microsoft will be licensing the ATI design to a semi fab for production instead of buying directly from ATI purely as a cost-saving measure.
