Sure he does. Moving ahead with creating revenue from marginal fields could have been done years ago. With Offor's backing it would've been simple. Had that happened, who knows what revenue would be coming in or where the share price would be.
To say a CEO has no control of the share price is silly. It's a grade card from the shareholders on his performance.
