Miles stones have to be reached to get the investors in. They are hitting those milstones.

Aziz and AMHD paid Todd Fitzsimmons $312,500.00 That is Three hundred twelve THOUSAND, five hundred dollars.

For that price (or significantly less) the thing should have at least been partially built.
