Lots of hopeful speculation, but market makers/brokers aren't involved here....the trades are matched via computer only

any small trade below .04 is a market maker taking out a retail seller that they represent. The seller is retail the buyer is the Market Maker. This is not a "trade" as there is only a seller. The seller calls the MM and says "Why is my trade at .04 not filling? and the MM says why not try it at .039 "

I'd say that sounds reasonable. Nice to agree on something
