The certification in all the states varies. Some states require that you maintain temperature for a period of time BUT they don't actually test to see if the inside of the load gets there. The "Problem" is systemic across the industry because nobody wants to admit that the amount of time needed to get the entire load to kill temperature is too long for people to procees waste at. Check out the system by On Site in Pa. They have different length cycles for different type of loads.
