They are usually working off of 9-13% mark-up, and yes they can go to Chicago or any other place to work. What they do is pull workers from that local union hall and send thier own Project Managers to run the jobs. This I know because I worked for these people in the past and have estimated for them also.

Even if margin is only 10%, I'll take 3.5 mil profit, and chances are their 2010 rev will be much more than 35 mil...they did 35 mil in 2009 during the peak of the slump.
