Is that a moratorium on new biomass plants in MA or simply a moratorium on RECs for biomass plants? It looks like MA has suspended "incentives for biomass energy" for one year. How would they have the authority to forbid a company from building a biomass facility, assuming that the company observed proper procedure and the laws of the commonweath?

I thought the state of Massachusetts already gave Laidlaw Energy Group, Inc. approval of its biomass project, after the Massachusetts Division of Energy Resources said it qualifies as an "advanced, lower emission, power conversion technology." The project they said will create numerous economic benefits for the area and help improve air quality in the region by eliminating the production of greenhouse gas emissions known to effect climate change. How will this suspension effect Laidlaw? I gather if Laidlaw goes ahead with the lease and purchase of these (2) projects they won't be able to get a permit for at least a year, pending this suspension imposed by the state? I thought the southeastern MA plant would be ready to go once the conversion was completed.

The state has formally suspended consideration of any applications to build new biomass plants, including proposals for Springfield, Russell and Greenfield, pending a study of whether energy from the power plants is truly renewable.
