Depends on how you define "terrorist friendly". Bush has been exceedingly friendly to Bin Laden. First he gave him three times the length of time Bin Laden had planned for to execute the 9/11 attack. Then he allowed his relatives to fly out of the US when nobody else could fly. Once in Afghanistan, he gave him a free pass in Tora Bora in order to invade a muslim country where he sexually assaulted hundreds of innocent civilians and killed 100,000 of its citizens. That's very friendly both to Bin Laden as an individual and to his causes.
