Going on memory from a meeting where the changes were discussed and I believe it was determined based on the ratios being inconsistent across the packages.
I know that marketing is often consulted for their opinion on rate changes but don't believe they have the final decision on things of that nature.
The "marketing" piece of this, imo, is the fact that current Users have the ability to maintain current rates. Bwdik?
