it's not how things work in the "pinks"...it's how things work in a corporate environment and government enviornment. They are slow and tedious and for any of us who have ever had close connection with this process companies set targets and then HOPE all steps leading to the implementation of that target get accomplished on time so the end result target date it met. More often that doesn't happen. For those of us who understand this we then go to the 2nd step of the process and say 'is there any evidence they are still working toward that goal" and if there is that's where some of us can the sit back and say "ok let's wait it out and keep monitoring the progress"
