To my knowledge, there's no time limit, but they have a slew of private offerings waiting for registration and are now talking another one, so they need to get it done...the SEC may have requested more info or flat out rejected the last filing...POOF is still waiting too! Wouldn't surprise me if unregistered shares were (illegally) sold into the market somewhere along the way.
Transfer agent might join shareholders in a class action....LOL
