You forget that it was the US that destabilized the Cambodian and Laotian governments by unofficially attacking those countries during the Vietnam war. This led to the rise of Pol Pot group in Cambodia. North Vietnam also bears some responsibility in that they were using those countries to move troops and war material into Vietnam.
