The Eco Options brand was launched by The Home Depot Canada as a retail marketing strategy to direct consumers to best-in-class products that help improve the environment. The Eco Options label identifies the overall environmental preference of select products retailed at The Home Depot and acts as a continual resource to help consumers make better choices. Eco Options makes it easy to take the environment into consideration when shopping at The Home Depot.

The sourcing and qualifying of Eco Options products is an ongoing process. All Eco Options have a smaller impact on the environment than conventional products and/or provide a positive environmental change through their use. The Home Depot Canada will continue to search for products that 'raise the bar' in terms of environmental attributes.

Currently, products that receive the Eco Options designation must offer a clearly identifiable and easily communicated environmental attribute in at least one of the following areas:

* Energy Efficiency
* Improved Air Quality
* Improved Water Quality
* Recycled Content
* Reduced Toxicity
* Renewable Energy
* Sustainable Forestry
* Water Efficiency

To ensure that each Eco Options product has a smaller impact on the environment than conventional products and/or provides a positive environmental change through their use, suppliers must answer a series of detailed questions to determine whether or not their product can be accepted as an Eco Options product. The Home Depot will also work with suppliers to continually drive performance improvements throughout the supply chain.

I don't believe that it has been certified (EcoLogo or Green Seal) as eco-friendly, rather it is a better (i.e. greener) alternative to harsh chemical based stain removers/cleaners. I believe this is the basis of the "eco" label. I'm not implying that they use anything dangerous, just that it is uncertified most likely due to their lack of patent protection (interpret this as lack of divulging their formulation for others to copy).

In this link it would fall under may of the itemized points, for example: lesser of 2 evils.
