But in the past, they (perhaps abortively) used Chartered for CPUs, so they were allowed to use foundries. Is the change that there are no limits on the percentage of parts that AMD makes via foundries? I guess that would have to be the case now that that is their only method for making CPUs (now that the notion that GloFo is a "subsidiary" is no longer needed).

AMD was not using TSMC for processors. Going forward they will be free to do so if they want to go to the expense of porting their design.

In turn, that may be one factor explaining the change of mind of Intel regarding their relationship with TSMC.
