He may have been concerned it would land him in more hot water. He might have understood he would lose anyway and getting rid of them would make the attackers look bad and he might get his country back, where if he used them, there would be no way.
An Iraqi Air Force General said point blank they took cargo aircraft loads of WMD to Syria. Not 100% beyond reproach by any means, but I wouldn't totally disregard it. That wouldn't be quite fair to an honest search of the question, would it?
