Generally, its a quality of life issue. For example, if you are a senior with bad knees that restrict your activities it may be annoying but not life threatening to wait for replacement surgery.

Some small amount of waiting time is probably good. If anyone could get whatever procedure they wanted immediately it would indicate overcapacity in the system.

If it is elective surgery then waiting shouldn't be a real problem...
