actually, the CNBC special "Marijuana, Inc." has a clip of the head of the county commission saying that about 2/3rds of the economy is based on dope... and he is not particularly overjoyed about it.
one other point... the tar issue.. true, it has a lot of tar when smoked. but not many people smoke anywhere near as much as they do tobacco.. and the other point is that when you are given a recommendation for medical purposes, they counsel the patient to use a vaporizer. A vaporizer heats the stuff to about 300 degrees, which volatilizes the active ingredient, THC, but is below the burning point of the material, 451 degrees. So without combustion, no tar is produced. Dispensaries sell them, usually at cost.
