Unlike you I am not surprised when I read about insider trading, people like Ken Lay and Doctors that write prescriptions for fees. So I am not shocked by the OFF program being corrupt. I think it just as likely the replacement of French, Russian and Chinese Corporations with American Corporations just might be part of the point.
