I was told ALL #s including the restricted have not changed since April 2009... I ask about each when ever I call...

The OS is comprised of both the # of free trading shares (float) and the # of restricted shares. The only shares not counted in the OS # are those not issued by the treasury, or those purchased back by the company and retired.
