a. really be hurting for cash
b. really not believe this thing is going to take off
c. or both

i know he has 19 million shares, but over the last few months he's sold a million shares for pennies.

If those million+ shares were sold at say .10 he has over a hundred grand. So either he can't wait, and needs the 20 grand he got or so, or he just doesn't think it's going to happen at all.
