This is a slightly deceptive situation, Bobby.

I've entered into such Ladder Bottom Formations, while the %B passed the 0 level and the Williams %R stabilized, however, the formations usually failed and the price continued to decrease an additional 2-3 days.

The price could reverse, however, the probability of a further decreases is greater, hence, I wouldn't be willing to risk a loss.
