We know PSC got 3 million shares. Someone (could find the post) estimated HE was dumping 30 million shares before HE was done. Figure an average yield of .05 over the period produces the $1.5 million.
Buys and sells mean nothing really except whether the trade happened nearer the top or bottom of the spread. It is an indication of whether the stock is moving up or dow. There are better indicators for this.
