When AG's are contacted through the mail it should be with a confirmed delivery (signed receipt) returned to the sender, and other significant parties should be cc'd and noted as cc'd on the cover letter.. this ensures one upsmanship amongst the govt figureheads/offices involved as none of them wants to be outdone or appear they shirked their duties...
the mailings should include, the Governor of the state, party heads for the state (they may see this as a rallying call as both parties look for ways to get the most constituents out to vote and many constituents have retirement investments that probably include naked shares), the state office of Financial oversight boards, the federal senators and possibly the affected congress person(s)... and then a few top newspapers in the state should be cc'd to the editorial/story lead depts (even a local tv news dept or two)... that shows the govt officials, the media is informed too..
the govt agencies including the media don't have the time to do DD. The packages need to include an overview of the situation and that its an indicator of how big this problem (selling of naked shares) really is throughout the market, and all supporting evidence and exhibits, so all the receivers have enough investigative materials to get a good picture of what happened with BCIT and that it happened many other times too, who the players were (pino and pammy are not the issue here, it the sales of naked shares that should be the issue), the failures of the system, etc...
Im willing to help on the postage..$100.. might be overkill, but the media is the best hedge in getting the fed and state AG to react...We need to emphasize this problem is bigger than BCIT.. the sales of naked shares represents quite possibly trillions in falsely backed stock values...and somehow mentioning the potential revenue from levied fines might be an added incentive as state budgets are hurting, especially California...
