The 911 Commission was created on 11/24/02 when GWB signed legislation authorizing a Commission to look into the cause of 911, and make recommendations. Initially, the admin dragged it's feet in making documents avail; Tom Kean went on TV and said if it was necessary, the Commission would sue to obtain the papers they needed to do their job. This was not good publicity for GWB, and suddenly there was more cooperation from the WH.
For some, the Commission's points came too close for comfort; if it was not for GWB dragging his feet in the beginning, the report would probably have been completed and released in the spring - long before election season.
GWB followed up on one of the 911 Commission's recommendations - appointing an intelligence czar, albeit with no real authority.
As of today, the Pentagon has 80% control of the intelligence budget. It will be tough to convince the Pentagon to share some of those $$$.
