I agree that more wars that are discretionary will likely encourage more terrorist activity at home. Intimately, I don't think terrorism will come to an end through a gun. In the 2 full Kerry speeches I've listened to, I didn't hear someone willing to rush to war, as was done in Iraq. I did hear someone willing to go to war as a last resort. Defining last resort can be debated, but I didn't hear Kerry as someone who was willing to create an illusion that would get people to support attacking a country. Obviously, I do think there are times when there really isn't an option but going to war, but I draw that line far down the road from where Bush has it. I think Kerry draws that line somewhere close to where I draw the line. That makes Bush and Kerry very different in my mind.
