You are probably much more knowledgeable than I am Steph on who administers the medicaid health care program. It is my understanding however, that the poor or those with out employment qualify for medicaid which is supported with money from the feds given to each state and fully funded by the state. I do know that the medicaid recipient pays nothing for their health services and this is one of the reasons emergency room care is sought out by this group. I understand why the emergency room method is so widely abused and it's because the authorities allow this habit to continue. An emergency room visit for a cold or flue costs hundreds where a physicians visit may be less than 50 dollars.

Small business' on the other hand, even though they may not have a private health plan or qualify for medicaid usually don't use emergency room services because they are responsible for the bills so they usually make and use physician appointments and scheduled physician services. These are the people that get in trouble when they have a major medical problem that run into thousands where they are still responsible for their bills. These are the people that will benefit from a public health care plan.

I don't believe the new public health care plan as envisioned will be of benefit to either medicare or medicaid recipients, but would be beneficial to small business owners and employees.

Btw, one could say that medicare is partially privatized. I myself pay about 95 dollars for part A, the hospital portion that is fully funded by the government. I also pay apx 150 for a medicare supplement "Blue Cross and Blue Shield" that pays for the 20 percent of part B or physicians expense. In addition, there is about 35 dollars that goes to the part D drug plan "Blue Cross and Blue Shield". All in all a total of about 290 to 300 a month and it's still heavily subsidized. So the government gets about 100 bucks and a private carrier gets about 200 a month.
