You forgot to list that if people work more than 8 hours they will have to be paid over time.

also true: when payroll is available, the smart thing to do is to keep hiring until one finds that core group with the passion or need that helps for a solid work force. this process does not mean no work is getting done. it's ok to over hire and watch the cream rise to the top.
