I know alot of details on how an SEC halt works because I was very close to the CEO of Mellon research now PYCT.

The SEC does not halt stocks, only stock exchanges can do that.

SEC suspends trading for 10 trading days. When the suspension is over the stock trades grey market until such time as a market maker files Form 211 and has it approved. Rarely happens.
