"Why there were so many accounts setup and yet they were driving cash cross country."

I'd imagine they needed to get the cash to the "right" people quickly. In turn, those "people" would then funnel the cash into those accounts in China (perhaps through some other operation?).

Obviously, this really seems (to me) as if this a classic case of money laundering.
