My opinion only at this time as formed from some conversations that I have had with the Wisconsin Department of Commerce. I have forwarded the entire document to them for verification of not only the fact that the federally funded program does exist in Wisconsin but also to be sure that the context as used in the PR is correct. It does not appear to be correct. I just finished releasing my email so it may take a while to get an answer back.
