CHICAGO (Reuters) - Technology spending appears to be faltering, judging from cautious comments, rising inventories and a weaker-than-expected sales outlook at Cisco Systems Inc. (CSCO.O: Quote, Profile, Research) as well as bad news from other technology companies.
