I would admit that, yes a company has many different avenues of communication that are vital in relaying information to the shareholder.
Even though I believe they will more than likely PR the notice of effectiveness, I think it has already been communicated through the proper channels and is a known event.
In other words, we all knew that eventually the SEC would would deliver their decision.
It was something I could check everyday right on the SEC website
What I cannot check on a website, (the unknown) is did DPDW just sell 35 million dollars in flying leads or sign a contract to install rov's on 50 transocean rigs.
Those are IMO special events that would be worthy of extended lines of communication(JMHO)
