As I said, that teaching is throughout the Bible, Old Testament and New. In the Old Testament, one of the Ten Commandments is "You shall not commit adultery", defined as sex outside of an existing marriage. Both promiscuity (sex outside of marriage) and adultery are prohibited in the Levitical laws given to Israel by Moses in Deuteronomy and Leviticus. In the New Testament there are many references, but the most compelling would be the words of Jesus when he was talking about sex, marriage, and divorce (found both in Matthew and Mark):

"It has been said, 'Anyone who divorces his wife must give her a certificate of divorce. But I tell you that anyone who divorces his wife, except for marital unfaithfulness, causes her to become an adulteress, and anyone who marries the divorced woman commits adultery."
Notice that Jesus, who clearly taught that divorce was wrong in the sight of God, said that even divorce is allowed when marital unfaithfulness is involved. According to Jesus, marital unfaithfulness is clearly seen as wrong.
The word translated "marital unfaithfulness" is the Greek "porneia" (from which we get our english word "pornography") which means "fornication". Fornication is an act that can refer to illicit sex before, during or after marriage. When it occurs during a marriage, it is also adultery.
So Jesus Himself taught that sex outside of marriage is sin that is prohibited by God. There are also numerous specific pronouncements against promiscuity and several against homosexuality, which also falls under the category of both promiscuity and fornication, since it occurs outside of marriage -- marriage is marriage recognized by God, that being between a man and a woman (Genesis, chapter 2).

One very interesting fact about the Bible is that it presents its characters (both heros and villains) warts and all. That, by the way, is a good argument that its author was God, for if man had written it, the heros would not have had much said about their sinfulness and failings.
Yes, it is true that the Old Testament has many of its characters with multiple wives, concubines, mistresses, incest, kings with chariots, adultery, murder, and every other sin imaginable. The fact that those sins are written about in Scripture in no way means that God condones them or that they were somehow acceptable. In every single case, there is teaching within the Old Testament that each of those actions were indeed sinful, and an affront against God. Just because that condemnation is not iterated in the text describing the deed does not mean in any way that God somehow condones it. If God were to add specific condemnation against every sin when it was described in the text, the Bible would be too heavy to pick up.
