Ahhh, that most elementary of weapons, the soldier, is a cause of concern in a war that is to last decades.

The Chinese and Bush would be delighted if you would just breed, breed, breed for their war machine. The Chinese lighten up on their restrictive birth policies when circumstances dictate as in Kyrgyzstan whereas Bush tries to undermine access to birth control and effective family planning methods under the guise of Christian values. Is this invasion of our rights solely for Jesus? Ask yourself, where is Bush going to get the troops necessary for his war that is to last decades? I think from you.

The opposition claims that the Chinese are planning to introduce their internal regime in the rented enclaves, set up passport control at the entrances and let the people living there have as many children as their hearts and their bodies desire (contrary to the Chinese birth policies).

Woolsey, a Wolfie pal, bluntly told U.C.L.A. students that to reshape the Middle East, the U.S. would have to spend years and maybe decades waging World War IV. – San Diego Union Tribune

But several of the hawks outside the administration who had pressed for war with Iraq have moved to the next step. R. James Woolsey, a former director of central intelligence, said Wednesday that Iraq was the opening of a "fourth world war," and that U.S. enemies included the fundamentalist religious rulers in Iran, states such as Syria and Islamic terrorist groups.
Woolsey seemed to be speaking for at least some in the administration. But Bush's aides will not discuss the future – yet.
"We don't want to talk about a broader agenda now," one of his aides said. "It's not the time. The time will come."

Russia, allies hold anti-terror war games in Central Asia

Russia, allies hold anti-terror war games in Central Asia in which a certain area of Kyrgyzstan will be defended against terrorists. What is interesting is that it is China who supposedly controls some of the area or neighboring regions in Kyrgyzstan in which the operations will take place.

This procedure will focus, in particular, on the preparation of documents for a joint operation to localise and destroy militant formations in Central Asia, which could attempt to overrun Ferghana Valley (Uzbekistan) and adjoining areas of neighbouring countries to establish an Islamic Caliphate " an unnamed source in the CSTO Command was quoted as saying by ITAR-TASS.

Are these anti-terror war games also a warning shot fired at China? This seems an indication that China’s moves into Kyrgyzstan are considered a very serious matter. Is Akaev going along with the games because as a member of the CSTO he has no choice or because the deal he signed with China is secret or is he realizing his country is being taken over and not just by terrorists?

As a member of the SCO China been invited as an observerr to monitor the war games.

Russia, allies hold anti-terror war games in Central Asia

Moscow, Aug. 2 (PTI): Russia and its allies today began five-days of anti-terror military war games to foil possible attempts by terrorists to destabilise the situation in Central Asia.

The first stage of the 'Rubezh 2004' joint exercise involving the armed forces from the Collective Security Treaty Organisation (CSTO) of Russia, Kazakhstan, Kyrghyzistan and Tajikistan began in Kazakhstan to evolve the procedure of adopting necessary documents for carrying out anti-terror operations on the territory of one of the member countries. Armenia and Belarus, which are also members of the CSTO, are sending their observers.

"This procedure will focus, in particular, on the preparation of documents for a joint operation to localise and destroy militant formations in Central Asia, which could attempt to overrun Ferghana Valley (Uzbekistan) and adjoining areas of neighbouring countries to establish an Islamic Caliphate " an unnamed source in the CSTO Command was quoted as saying by ITAR-TASS.

In the second 'active' phase the exercise will be held in Kyrghyzistan from August 4 to 6 with the involvement of over 2,000 troops and assault aircraft drawn from Russia, Kazakhstan, Kyrghyzistan and Tajikistan.

President Askar Akayev of Kyrghyzistan, the Defence Ministers of Russia and other CSTO member states will watch the 'hot' phase of the war games at the training ground near the city of Balykchi.

Officials of other CIS states and Shanghai Cooperation Organisations have also been invited as observers to monitor the war games.

China, Kyrgyzstan tap co-operation potential

China and Kyrgyzstan will work together to crack down on terrorism, separatism and extremism including East Turkistan groups. Both agreed the fight against the forces in East Turkistan is an important component of the international anti-terrorism drive.

China has protested to the United States after members of China's Uighur minority group announced the creation of a government in exile in Washington.
Uighur separatists refer to their homeland as East Turkistan.

Kyrgyzstan is strategic in that it borders China and hosts both American and Russian bases. The president of Kyrgyzstan is rumored to have sold himself out to the Chinese.

If China gains enough influence in Kyrgyzstan they could be instrumental in the removal of the U.S. base and push the U.S. back from their border. Kyrgyzstan would also give China the advantage of partially containing or surrounding the Uighur separatists of East Turkistan.

China, Kyrgyzstan tap co-operation potential
By Meng Yan (China Daily)

Co-operation between China and Kyrgyzstan is expected to leap forward in the coming decade.

The two countries plan to work together in such fields as trade, communications, energy and mining in the next ten years, said visiting Premier Wen Jiabao during talks with Kyrgyz President Askar Akayev Wednesday.

Wen is the first Chinese premier to visit Kyrgyzstan since Premier Li Peng in 1994.

Wen said the China-Kyrgyzstan Good Neighbourly Treaty on Friendship and Co-operation, signed in 2002, and the settlement of border issues paved the way for more political trust.

Akayev said establishing and developing friendly and co-operative relations with China was his country's most significant achievement since it declared independence.

In a joint statement signed by Wen and Kyrgyz prime minister Nikolai Tanayev on Tuesday and released Wednesday, the two countries pledged to fully tap potential areas of co-operation such as politics, economy, trade, security and culture.

The two prime ministers also signed a compendium on co-operation priorities and programmes for the next ten years.

Noting that economic and trade collaboration spearheads bilateral relations, Akayev said the compendium will effectively enhance such ties.

The priorities include maintaining a constant and steady growth in trade and joint efforts on economic and technological projects.

Trade reached US$314 million last year and US$307 million in the first eight months of this year.

China and Kyrgyzstan will also work together in communications, ports, energy, agriculture, food processing, aviation, textile, science and technology, telecommunications and finance.

To that end, both countries will use joint committees on trade and economy and other co-operative mechanisms.

Both countries will move to facilitate trade, investment and other business activities and take effective measures to ensure people's personal and property safety.

At the same time, border trade will be encouraged and a consultation mechanism to promote co-operation in the border region will be created.

China and Kyrgyzstan agreed to facilitate railway, aviation and highway links and in particular renovate and open the China-Kyrgyzstan-Uzbekstan transnational highway as soon as possible.

Kyrgyz sticks to one-China policy

They will further implement a framework agreement on energy co-operation signed in 2002 and encourage Chinese enterprises to participate in the construction of oil, electricity and mineral resource projects in Kyrgyzstan.

Akayev said Kyrgyzstan will firmly adhere to the one-China policy.

The joint statement says Kyrgyzstan opposes any attempt to make "two Chinas" or "one China, one Taiwan," "Taiwan independence," or Taiwan joining any international and regional organization open only to sovereign countries. It says Kyrgyzstan will not establish official relationships with Taiwan.

At the same time, China and Kyrgyzstan will work together to crack down on terrorism, separatism and extremism including East Turkistan groups. Both agreed the fight against the forces in East Turkistan is an important component of the international anti-terrorism drive.

Wen Wednesday also met with Abdygany Erkebayevich Erkebayev, speaker of the Legislative Assembly of the Supreme Council of Kyrgyzstan and Altay Borubayev, speaker of the Assembly of People's Representative of the Supreme Council of Kyrgyzstan.

In addition, he held separate meetings with Kazakh Prime Minister Daniyal Akhmetov, Tajik Prime Minister Akil Akilov and Uzbek Prime Minister Utkur Sultanov Wednesday afternoon.

The third meeting of the Shanghai Co-operation Organization among prime ministers from the member states will be held today.
