Let's not be lame about this. You have a hostage situation.

What do you do? Primary components would be hostage negotiation team and SWAT/snipers. The vessel was merely a platform from which the rest works. In and of itself it is worthless.

In essence, we had a tool box show up on site without any tools in the box and no instructions.
