Bruce: I listened to the video. I remember when the up-tick rule was in effect; trying to short a stock and waiting for an uptick, seeing my "short" drop and drop, finally an uptick, but I wasn't first in line and couldn't get the short off...and thinking that prior buyers weren't forced to buy on a "down-tick." Sorry, but the game is skewed a bit to the long-side.
Share dilution of any kind is never good for a stock's PPS...
These people asking for no restrictions are on the wrong side of public sentiment, and I seriously doubt they get their way...We'll here more from the SEC tomorrow on their rule changes to the Uptick Rule and naked short selling in general...
I don't think that advocacy would get anywhere. OTOH, rampant naked shorting in the market place would encourage high dividend yield ratio. Dividend yield would be the cost of carrying short, and a rational basis for owning stocks for the long run.
