Doesn't it ship with one cpu, and the second, although motherboard capable, is an add on?

I went to their website and clicked on the cheapest (low) version of the 40z ( ~$8k ). It showed up with one cpu and the second was a > $4K more. The medium and high version had 2 and 4 cpus preinstalled.
